The Columbiana County contracts with a nonprofit corporation, Defendants Have Rights, Inc., located in Wellsville, OH. This nonprofit is under contract with the Office of The Public Defender (OPD). With one attorney and supporting staff, this office provides legal representation and other services to people accused or convicted of a crime who cannot afford to hire an attorney. Additionally, OPD provides representation on appeals and post-conviction actions in death penalty, criminal, and juvenile delinquency cases; at trial when local courts request.
