Iowa Workforce Development’s Returning Citizens Initiative

Iowa Workforce Development (IWD) is a state agency committed to providing employment services for individual job seekers through their IowaWORKS partnership. In partnership with the Iowa Department of Corrections, IWD has implemented the Returning Citizens Initiative in four Iowa correctional facilities located in Mitchellville, Newton, Mount Pleasant and Rockwell City. The Reentry Workforce Advisors are assigned to this initiative network with employers to address their barriers in hiring returning citizens. Thousands of incarcerated individuals are released from Iowa prisons each year. Many of them are eager to get a job and lead a productive life. However, without a job, it is nearly impossible for these individuals to establish a new life and become productive citizens. Hiring a returning citizen can help them integrate into society to become self-sufficient. These workers are some of the most dedicated and productive employees. In addition, they help formerly incarcerated people with the Work Opportunity Tax Credit, Federal Bonding Program, High School Diploma or Equivalency Credential, Adult Basic Education and Registered Apprenticeship.
