APEX Program
The APEX (Advancement through Pardons and Expungements) Program helps justice-impacted people with a criminal record who seeks to obtain gainful employment. It is jointly operated by the Delaware Division of Social Services (DSS) and the Delaware Division of Vocational Rehabilitation (DVR) and provides services in Georgetown and Seaford area. The program's mission is to help clients through the pardons and expungement process, providing employer education, and advancing legislative reform. APEX provides an overview of pardons and expungement to its client, guide them through the process, assist with obtaining documents and completing paperwork, offer preparation classes for Board of Pardons hearings, and connects them to the Job Center’s free employment classes and resources. APEX cannot give legal advice but can assist in getting employed. People eligible for the APEX program must not be arrested, incarcerated, or on probation or parole in the past 3 years, or have never been found guilty of an adult offense. They should also not have pending or unresolved charges and their offenses must be in the State of Delaware.
