The Kansas State Board of Indigents' Defense Services (SBIDS) has a divisional office that handles all Capital Habeas matters. The Capital Habeas Office is located in Topeka, Kansas. At state expenses, the Capital Habeas Office authorizes the public defender to represent an indigent person who has been convicted of capital murder and who is under a sentence of death in the direct review of the judgment and entitled to file a petition for writ of Habeas Corpus. In addition, the SBIDS provides indigent felony defense services as required by the Sixth Amendment to the United States Constitution.
