Description

The Bismarck Office of North Dakota Commission on Legal Counsel for Indigents (CLCI) provides indigent defense services in matters where a person has a constitutional, statutory, or rule-based right to counsel if the person is indigent. The Bismarck office has one Supervising Attorney and one Staff Attorney that undertakes felonies and misdemeanor cases brought in district court, post-conviction matters, some juvenile cases, and some civil cases where the court has determined that jail is a likely sanction if the allegations are proven correct (but then, only as to that portion of the matter dealing with the contempt issue). The CLCI also provides attorneys in appeals of these matters. Their mission is to provide high-quality, professional, and effective legal representation to eligible clients, consistent with the guarantees of the United States and North Dakota constitutions and applicable North Dakota statutes and rules, at reasonable cost to the community. The CLCI does not provide attorneys in cases where someone has not been charged or arrested or when there is no case pending before the court, federal cases, infractions, municipal cases and most civil cases.
