Serious and Violent Offender Reentry Initiative, or SVORI, is an enhanced reentry program designed to support parolees as they reenter into society. SVORI targets individuals imprisoned for committing violent and series offenses and who will soon be granted parole and return to the Cass County, North Dakota area. This U.S. Department of Justice-funded program has three primary phases based on the location of services provided (institutional-based, transitional, and community-based). The institutional phase begins when an incarcerated individual is admitted into the SVORI program. The transitional phase begins several months before participants are released into the community. Lastly, the community phase provides services to individuals after release to aid in successful community integration. Program services include chemical dependency treatment, psychiatric treatment, educational, employment opportunities, job skills training, and assistance in locating appropriate housing.
