TRAILS Reentry Program
Description
The Treatment Responses and Alternatives to Increase Long-term Success, or TRAILS, provides reentry services to just involved individuals with a history of substance abuse. This initiative was established in 2009 by the United States Probation Office District of Vermont. The magistrate judge in Burlington oversees the program by holding biweekly court hearings to discuss participants’ progress. A drug and alcohol treatment specialist supervises the participants of the program. This program consists of three phases, lasting 12 to 15 months. Participants who complete the program are rewarded with a one-year reduction in their term of supervision. Participants complete weekly assignments in a workbook, which a clinician reviews before starting each reentry court session. Journaling is also used as a cognitive behavioral intervention. Representatives from the United States attorney’s office, the federal public defender’s office, and the locally contracted treatment provider work collaboratively to provide the support needed for the program.
