Winona County Re-Entry Assistance Program (WRAP)

Winona County Re-Entry Assistance Program (WRAP) is an initiative led by the Winona County Criminal Justice Coordinating Council. It is a jail re-entry program intended to reduce recidivism while increasing public safety. The WRAP program is designed to reintroduce people who have been in correctional facilities to the community. Under the WRAP program, all individuals entering the jail undergo both risk and mental health screen.  A jail intake worker conducts bail evaluations on bail-eligible individuals and provides referrals for services. Case managers assist participants with navigating barriers to re-entry and apply for recovery support services funding such as rental assistance, transportation expenses, etc. Under its WRAP+ enhanced reentry program, they plan to offer an extensive cross-training program for criminal justice and behavioral health personnel; a social worker embedded in the jail to address in-jail behavior health concerns of incarcerated people and to conduct or coordinate additional assessments or referrals and an expanded re-entry program to assist persons who have been involved with the criminal justice system to help them avoid further involvement in the system.
