The Carroll County Public Defender's Office is located in Carrollton, Ohio. With one Public Defender, this office provides quality support services and legal representation to indigent clients in Carroll County. They provide representation on appeals and post-conviction actions, death penalty, criminal and juvenile delinquency cases and, on many occasions, at trial. The right to counsel guaranteed to every American citizen accused of a crime is embodied in the Sixth Amendment to the United States Constitution and made applicable to the states through the Fourteenth Amendment. An integral component of the right to counsel is the right to court-appointed counsel for those unable to hire an attorney. An individual must apply for a public defender by completing a detailed financial statement and agreeing to provide documentation concerning income, assets and debts for the person and the person’s spouse, if any. This information generally is provided to a court employee who reviews the financial information and makes a recommendation to the judge on whether or not the person is eligible for government-paid counsel.
