Description
The Skagit County Office of Assigned Counsel is located at the Skagit County Court House in Mount Vernon, WA. This office ensures a person's constitutional right to counsel in a court proceeding, whether civil or criminal in form, when necessary to ensure procedural fairness. Such a right exists in any proceeding which may result in physical incarceration. A person must be looking at possible jail time to be entitled to a public defender for representation. A determination of indigence shall be made for all persons wishing the appointment of counsel in criminal, juvenile, involuntary commitment, dependency cases and civil contempt of court. Counsel shall be provided to any person who is financially unable to obtain adequate representation without substantial hardship to the person or the person's family. The Office of Assigned Counsel has a contract with private attorneys to represent clients that are a conflict with the Public Defender's office. If the Public Defender's office is unable to represent a client due to a conflict of interest, the Office of Assigned Counsel will appoint a conflict attorney to represent the client for that case.
