The South Carolina Commission on Indigent Defense (SCCID) operates according to the South Carolina Code of Laws. Their primary office is located in Columbia, SC. It ensures that all individuals are provided with indigent defense services in South Carolina and provide the highest quality of representation to their clients. The SCCID also establishes and monitors programs and services for legal representation to indigent defendants charged with criminal offenses in the State's courts. Moreover, the SCCID sets and enforces standards to ensure consistency across South Carolina and maintain accountability of those persons entrusted with the life and liberty of poor persons charged with crimes. The Appellate Defense division of SCCID handles appeals on behalf of indigent clients and consists of a staff of eight attorneys. In addition, the Capital Trials division within SCCID handles capital cases statewide, frequently partnering with outside counsel appointed by the court. Furthermore, the office establishes and supervises training programs for public defenders and staff across the State and oversees a central reporting system of statistical data to deliver indigent defense services.
