The Upper Cumberland Human Resource Agency, or UCHRA, is a community based organization that helps low-income people in Upper Cumberland. UCHRA's Community Intervention department provides programs for individuals involved with the correctional system, victims of abuse or neglect, and children needing a positive learning environment. Designed for juveniles, the Community Intervention Services Program helps reduce the number of youths in prison. The program offers intensive supervision with alcohol and drug treatment, community service work, family and individual counseling, education and employment assistance. In addition, the organization operates a residential facility—Chance Residential Center. This facility serves youth ages 12 – 18 and their families, primarily from the Upper Cumberland area of Tennessee and provides a safe, highly structured, therapeutic environment. The primary focus of this program is to help each participant succeed in transitioning back to their families and communities. Chance Residential Center also provides educational programs to students in grades 7-12.
